regarding “hotspots”: the 5G “huawei” coming out of China. European countries still open for deal with “china” “huawei” - control.
regarding: “To keep new cases from entering our shores”: “cases” as in court. “landing on the shore”: Admiralty Law.
and: “the new rules” will be in effect: doing “law and order” in a new way.
and: “will be adjusted” (to the) “subject (to) conditions on the ground”: sounds very much like “Natural Law” of the “Soil.
paragraph 11: “There will be exemptions for Americans who have undergone appropriate screenings, and these prohibitions will not only apply to the tremendous amount of trade and cargo, but various other things as we get approval.”
this here sounds like “nothing will come in exept, humanity gets the approval” - from whom?
Trump is then somehow retracting with a tweet on that “nothing”:

Hoping to get the payroll tax cut approved by both Republicans and Democrats, and please remember, very important for all countries & businesses to know that trade will in no way be affected by the 30-day restriction on travel from Europe. The restriction stops people not goods.
